§ 2-197. Local bidder credits.

  • (a)

    Whenever the city solicits bids of any sort, either sealed or unsealed, or verbal or written, and receives a bid from a person or entity which maintains an office in the geographic limits of the county, then the bid of that person or entity shall be reduced by three percent of the amount of the bid for the purposes of comparing that bid with other bids and determining the lowest bid.

    (b)

    The reduction contemplated in this section is not intended to reduce the actual bid, but merely to provide local bidders a credit for the purposes of determining the lowest and best bid, and if the bid is awarded to that person or entity, then that person or entity shall be entitled to receive the full amount of that person's or entity's bid without reduction.

    (c)

    Nothing in this section shall entitle a local bidder to receive a bid, or be construed as a finding that all local bidders are automatically qualified to bid on any project or to receive any bid.
