Revenues derived from the operation of the city natural gas system shall be used and
applied solely for improvements, extensions and replacements of buildings, lands,
equipment, and distribution and transmission systems now owned and used or which may
hereafter be acquired by the city in connection with the operations of its natural
gas system, except that monies may, from time to time, be transferred to the city's
general fund, and applied to payment of other valid and legal debts and obligations
of the city; provided, however, that sufficient monies remain in the Natural Gas Fund
to pay the costs of anticipated capital expenditures, in accordance with accepted
standards of sound municipal finance and public utility management, and also provided
that such monies are applied to valid and legal debts and obligations of the city.
No expenditure or transfer of money shall be made from this fund except by city voucher
or purchase order. All depositories and signatures for disbursement of funds shall
be designated by a city council resolution.
