§ 36-441. User charges.

  • The purpose of user charges as provided in this division is to provide for the recovery of costs from users of city POTW for the implementation of the program established in this chapter and for the construction, operation and maintenance of the system.

    (1)

    The city will adopt charges and fees which may include:

    a.

    Service connection charges.

    b.

    User charges.

    c.

    Surcharges for high strength wastewater.

    d.

    Fees for the reimbursement of costs of setting up and operating the city pretreatment program.

    e.

    Fees for monitoring, inspection and surveillance procedures.

    f.

    Fees for reviewing accidental discharge procedures and construction.

    g.

    Fees for permit applications.

    h.

    Fees for filing appeals.

    i.

    Other fees as the city council may deem necessary to carry out the requirements contained in this article.

    (2)

    All charges, fees and other penalties shall be maintained in a schedule separate from this article and may be revised from time to time as the city council finds necessary for maintenance of the purposes set forth in this article.

    (3)

    These fees relate solely to the matters covered by this article and are separate from all other fees chargeable by the city.
