Mayor and council.
The mayor and city council at any regular or special meeting shall have the authority
by resolution to increase or decrease the cost of natural gas to any customer of the
city, or to change the method by which the cost of natural gas to any one or more
classes of customers is calculated.
(b)
City manager.
Further, the city manager shall have the authority to increase or decrease the cost
of natural gas to any one or more classes of customers on an interim basis, and to
change the method by which the cost of natural gas to any one or more classes of customers
is calculated on an interim basis, which change shall remain in effect for a period
of 90 days, unless the city council shall rescind the change by resolution duly passed
at a regular or special meeting of the city council.
