It shall be unlawful to manufacture, distribute, sell or offer to sell any malt beverages
only, wine only, or malt beverages and wine, at wholesale or retail, or for consumption
on the premises within the city without having the appropriate license for the distribution,
manufacture or sale or to carry on the activity in violation of the terms of this
chapter.
