§ 24-100. Purpose; findings.

(a)

The City Council of the City of Hartwell, Georgia, hereby finds that:

(1)

Persons who solicit charitable contributions from public roadways are put at risk by entering the roadway.

(2)

This activity also puts drivers and other pedestrians at risk.

(3)

The citizens of Hartwell are subject to unregulated solicitation by sometimes questionable organizations, or solicitations in a hazardous manner or location.

(b)

The purpose of this article is to regulate solicitation and other charitable events on streets and highways and other public areas of the city where contributions are sought in order to protect, maintain and enhance the public health, safety and welfare.
